This indicates that RSD is active, contact with the Debug Agent has been established, but no symbols have been loaded. RSD works only partially until the appropriate symbol table is loaded. This happens typically if you connect to a debug target that is running the Debug Agent already.

Sometimes the Debug Agent provides all the information that would normally be in the symbol table, in which case, RealView Debugger goes straight into RSD mode.
